Grand launch of Romania’s TOMRA-based recycling system

SIGUREC is a recycling station and reverse vending system that combines recycling solutions based on best international practice. As the Norwegian partner in the project, Green Business Norway attended the official launch in Bucharest on 20 May. 

Det ligger et stort utviklingspotensial for avfallsgjenvinning i Romania. Det nye retursystemet SIGUREC er utviklet av det rumenske selskapet Total Waste Management, som inngår i gjenvinningssamarbeidet Green Group, bestående av både innsamlingsselskaper og gjenvinningsanlegg. SIGUREC er en unik satsning i Romania.
Holdningsskapende rumensk-norsk samarbeid med gode resultater
SIGUREC-systemet er basert på rumensk-norsk bilateralt samarbeid. Utviklingen er medfinansiert av Norwegian Financial Mechanism og Green Industry Innovation-programmet for Romania. TOMRAs løsninger er implementert i SIGUREC-systemet, som er tilpasset lokale forhold i Romania. Dette har åpnet rumenernes øyne for hvilke verdier som ligger i avfallsgjenvinning. 
På kort tid har SIGUREC bidratt til å øke gjenvinningsraten i Romania. Den direkte koblingen til gjenvinningsindustrien har gjort resultatene synlige for forbrukerne og gitt dem større tillit til avfallshåndtering.
Stasjonært eller mobilt
Det kombinerte tomgodsretursystemet og returpunktet finnes både i en stasjonær og en mobil variant. Den mobile varianten kjører fra dør til dør og samler inn både tomgods, emballasje, EE-produkter, batterier og lyspærer. Felles for begge systemene er at forbrukerne mottar et mindre beløp for alt som leveres inn til gjenvinning.
Den stasjonære SIGUREC-enheten er like moderne, nyskapende og miljøvennlig som det er brukervennlig og effektivt. Enheten består av tre deler: Den første delen er et automatisk retursystem for tomgods, levert av Tomra Systems ASA. Midtseksjonen er et returpunkt for emballasje, og den siste delen et innsamlingspunkt for EE-produkter, batterier og lyspærer.
Den mobile SIGUREC-enheten tilbyr Romanias husholdninger en unik offentlig tjeneste. Alt avfall samles inn direkte ute hos husholdningene og transporteres umiddelbart til Green Groups gjenvinningsanlegg.
Storslått lansering og bilateralt samarbeid
Under den offisielle lanseringen av SIGUREC var Green Business Norways ledelse ved Anna Larsson på plass, sammen med Norges ambassadør til Romania, Tove Bruvik Westberg, administrerende direktør i Total Waste Management Constantin Cristea og leder av det rumenske miljødepartementet Mariana Ionescu.
Lanseringen markerte starten på en ny gjenvinningsæra i Romania, samtidig som den markerte slutten på en intens innsats fra de involverte aktørenes side. Allerede i april var representanter fra Green Business Norway og selskapet Mepex Consult AS på besøk hos Green Group i Romania. Under besøket ble det eksisterende systemet analysert og optimalisert.
I juni vil representanter fra Green Group og Total Waste Management dra på studiebesøk til Norge for å se nærmere på best praksis-løsninger i ulike innsamlingssystemer. I tilknytning til besøket kommer aktuelle Green Business Norway-medlemsbedrifter til å møte sine motparter for å diskutere avfallsgjenvinning og mulige samarbeidsområder for en videre utvikling av Green Groups aktiviteter i Romania.

There is great potential for expanding waste recycling in Romania. The new SIGUREC collection system was developed by Total Waste Management, a Romanian company, which is a member of Green Group, a joint venture comprising waste collection companies and recycling facilities. SIGUREC is the only system of its kind in Romania.

Influential Romanian-Norwegian cooperation

The SIGUREC system is the product of bilateral cooperation between Romania and Norway. The project was co-financed by the Norwegian Financial Mechanism and the Green Industry Innovation Program for Romania. SIGUREC employs solutions from TOMRA, modified to suit local conditions. The system has opened the eyes of the Romanian public to the value of recycling.

In just a short time, SIGUREC has helped increase the recycling rate in Romania. The system’s direct association with the recycling industry means that consumers can see the results, which bolsters public confidence in waste management.

Stationary or mobile

The combined reverse vending system and recycling station exists in both stationary and mobile versions. The latter drives from door to door collecting empty containers, packaging, electronic waste, batteries and lightbulbs. In both versions of the system, consumers receive a small cash amount for all items deposited.

The stationary SIGUREC unit offers ease of use and efficiency in a modern, innovative, environmentally friendly package. The unit has three component parts. The first part is an automated reverse vending system for empty containers, supplied by Tomra Systems ASA. The centre section is a packaging recycling station, and the third part is a collection point for electronic waste, batteries and lightbulbs.

The mobile SIGUREC unit provides a unique public service to Romanian households. Waste is picked up kerbside and transported directly to Green Group’s recycling facilities.

Grand launch and bilateral cooperation

Anna Larsson represented Green Business Norway at the official launch of SIGUREC, joining Tove Bruvik Westberg, Norwegian ambassador to Romania, Constantin Cristea, CEO of Total Waste Management, and Mariana Ionescu, head of the Romanian environment ministry as well as Constantin Damov, co-founder of Green Group, Toma Florin Petcu, President of Romanian Environmental Agency and Dragos Iliescu, Principal Banker at European Bank of Reconstruction and Development, one of the Green Groups shareholders.

The launch marked the beginning of a new era for recycling in Romania, and the culmination of intensive efforts by all the players involved. Back in April, representatives of Green Business Norway and Mepex Consult AS visited Green Group in Romania to analyse and optimize the existing system.

This June, representatives of Green Group and Total Waste Management will visit Norway to study best-practice solutions in various waste collection systems. During the study visit, relevant Green Business Norway members will have a chance to meet their counterparts to discuss recycling issues and opportunities to work together as Green Group further expands its activities in Romania.
